skillcheck v0.1.0

First release of skillcheck, a zero-dependency linter for Agent Skills (folders with a SKILL.md).

• name and description rules from the open Agent Skills spec, including the folder-name match
• Strict frontmatter reader with exact line numbers
• Broken, absolute and out-of-folder links to bundled files
• Warnings for descriptions without a "when to use", long bodies, unknown keys, duplicate names and non-executable scripts
• Text, JSON and GitHub Actions annotation output; --strict and --ignore
