修复 FileGDB 在 ArcMap 中无法打开的问题（int64 兼容性）

- TARGET_ARCGIS_VERSION 改为 ALL，确保 ArcMap 10.x 兼容
- feat_id 显式生成 numpy int32，避免 pandas 推断为 int64
- slib 字段（sl_id/sl_type/sl_aux/sl_cov/sl_parts/sl_ok）改为 numpy int32 数组
- 写 GDB 前增加 int64→int32 兜底清洗函数
- JSON sidecar 文件移出 output.gdb 目录，放到同级目录
- 版本升至 v1.0.15
