Added

• thin-gate: LocalAuth, an AuthPolicy for embedders on the operator's machine.
  It resolves a provider's key from the process environment, then from
  ~/.config/mohdel/environment (the per-platform path mo uses), under the
  variable names of providers.js. A variable already in the environment wins
  even when empty, as with process.loadEnvFile. The file is read once, at
  LocalAuth::new() / LocalAuth::from_file(path): a missing file is no keys,
  and an unreadable one is refused there. A missing key is ProviderNotConfigured,
  naming the variable and both places looked. Exported from hooks and the prelude.
  The standalone gate keeps RequireInlineAuth.
• providers.js: local declares its optional key as optionalApiKeyEnv
  (MOHDEL_LOCAL_API_SK).
• test/conformance/env-file.env: one environment file parsed by Node's
  util.parseEnv and by LocalAuth, held to the same expected result.
