Mobile Filter Panel Settings

• Fixed mobile overlap issue - Filter panel now displays below the map using CSS flexbox, pushing content down instead of overlapping
• New Mobile Settings card in admin with display mode options
• Three mobile display modes:
  • Below Map (default) - Filter panel appears below the map
  • Bottom Drawer - Original slide-up overlay behavior
  • Hidden - Hide filter panel completely on mobile
• Mobile filter height setting - Customize max height for "below" mode
• Mobile filter style override - Use different button style on mobile (list/pills)
• Categories start collapsed on mobile by default
