* refactor(precompile): report if update/addition

The IAssets precompile now reports whether the request for the addition
of a client chain or a token has resulted in an update to the existing
values, or if it is an entirely new chain or token

* fix(precompile): pluralize token to tokens

* fix(precompiles): add isRegisteredClientChain

* chore: lint
