Quality stabilization

  • repaired the repository MyPy hook and hardened packaging tests against temporary test output
  • added a static root-public-API contract plus source/wheel API comparison in CI and publishing verification
  • refreshed reproducible quality-baseline evidence and 0.5.1 release documentation

This is a quality-only release: it preserves the 0.5.0 public runtime contract and introduces no intended feature or behavior changes.

Verification

  • local complete suite: 1,921 passed, 14 skipped
  • reproducible non-integration baseline: 1,841 passed, 15 skipped, 76.0% branch coverage
  • PR, merged-master, and tag CI all passed across Linux, macOS, and Windows
