The metrics server deployment is modified for our use case (allow to run on control plane, allow insecure, host network). Specifically the following are added to the metrics-server Deployment spec

The attached components.yaml is the same as the 0.6.1 release with the addition of
--kubelet-insecure-tls
as an option in the metrics server pod spec
