the current 'free for all' phrasing abdicates responsibility for what happens on the listserv there are also a number of whitespace changes, deleting hanging spaces, I am going to leave that in but know that the only real changes are to the listserv sentences

The current 'free for all' phrasing abdicates responsibility for what happens on the listserv, which is misleading. The CSS does monitor the listserv and will respond to incidents that occur there.
There are also a number of whitespace changes in this PR, deleting hanging spaces, I am going to leave that in but know that the only real changes are to the listserv sentences.
