scaletest: failed tests to not clean up users

When a scale test fails, it does not clean up the users on a deployment. Additionally, the cleanup command does not clean up the user

This issue is becoming stale. In order to keep the tracker readable and actionable, I'm going close to this issue in 7 days if there isn't more activity.
