Fixed

• Omit fieldToggles on Bookmarks and ListLatestTweetsTimeline requests when
  their source callers supply no toggle options. Direct adapter reinspection
  corrected an earlier empty-object assumption; exact-request tests now check
  omission. This aligns a source contract, not a proven live failure cause.

• Record disabled-by-default mutation safety design and bookmark activation
  blockers: authoritative exact-post reconciliation and session-binding behavior
  remain unestablished. No write commands or POST transport are enabled.
