Adopts the Mojo 1.2.0 stable toolchain (max ==26.7.0), and adds unified-closure overloads of with_handle_scope and parallelize_safe. These take the closure as an ordinary argument with an explicit capture list, and the legacy [body]/[func] forms delegate to them. The framework source now requires Mojo 1.2.0 (it uses match), so a downstream addon moves its pin to max ==26.7.0 to take this release. No existing public Mojo signature changed.
