Fix. build break after swiftlang/swift-installer-scripts#461 and swiftlang/swift#84417

Changes:

  • download and copy the lib files the static lib installer expects
  • change the path to the legacy installer
  • change the output name of the shared rtl msi/cab
  • Since we can only have one flavor of the SDK, keep the legacy SDK for now.
