Fix Elliptic Curves for Linux for Tegra Kernel 5.10

While merging L4T 4.9 with 5.10, modifications to the elliptic curves
were dropped. This commit restores dropped curve parameters to match
upstream parameters, namely by include a and b parameters for both the
NIST P-192 and P-256 curves.

Without these, bluetooth LE crashes the kernel when a connection is
attempted, such as reported in the following NVidia support requests:
