[atomics.syn] Reword the freestanding specification

Mark the `<atomic>` header `// mostly freestanding`, remove all the
`// freestanding` comments, and add `// hosted` comments for
`atomic_signed_lock_free` and `atomic_unsigned_lock_free`.
