The 404 page offers the page a missing address named when that page is in
a folder. It searched the whole address first, and the words of the folders
are not indexed on a page but are on the home page, which names every
folder: the home page was offered instead, and the browser suite failed for
a project whose first document sits two folders deep. The page now searches
the last segment of the address, then each of its words, and the folders
only when the last segment has no word to search for. See ADR-032.
The browser suite checks the 404 page with the document deepest in folders
instead of the first document of the corpus.
