Prepare release 4.0.0rc2

Details

• Use Gherkin-8
• Add features files with Gherkin 8 syntax (Rule etc): cucumber-ruby#1365
• Integration tests (using RSpec) for new syntax: cucumber-ruby#1366

Note: there should be PR Gherkin-8on the other cucumber-ruby repositories:

• cucumber-ruby#1367
• cucumber-ruby-wire#23
