fjord 0.4.1

Fixes only, for 0.4.0.

• Jail name resolution works from the first boot. fjord's dnsmasq config said
  bind-dynamic, which on FreeBSD binds only the interfaces there at start
  and refuses to start when one is missing; appjail makes a network's bridge
  when its first jail starts, so dnsmasq failed at every boot and on any host
  whose jails were all down, and Set up's button reported "failed to start
  dnsmasq". It now answers on the bridges as they come and go, and still
  nothing on the LAN. (#201)
• Adopting a jail whose environment holds a value like true, 1.10 or
  0755 keeps it a string. appjail-director read the bare value as a
  boolean or a number, and the app refused to start on "True". Every value
  is quoted in the director file now. (#200, jtrotsky)
