fix: frame pacing + IVF timebase for recording playback

Two fixes:

  • Add frame pacing in capture loop (sleep to maintain target fps).
    NvFBC push model doesn't rate-limit, so glxgears was captured at
    821fps instead of 30fps, overwhelming WebRTC jitter buffers.
  • Use millisecond timebase (1000/1) in IVF recordings instead of
    fps-based timebase, matching the pts_ms values written per frame.
