FFI support for RISC-V

This is a sub-issue of #38587. The initial port to RISC-V doesn't specifically handle FFI. It is likely that passing all word-sizes values is the only thing that fully works, and many other things work incidentally because packing/layout rules happen to partially agree with other architectures that are already supported.
