This PR adds the CI scripts that automatically generate API documents when the changes are merged into
master. The main API document page would be like this. Note that the versions to be appeared is specified by.ci/docs_versions.txt.This work is inspired by personalrobotics/aikido#403. Thanks @brianhou!
