Allow Code Snippets Database to be deleted

Give option to remove Code Snippets database.

May be wise to make it hard to do. Maybe have to type "confirm" or similar into a dialogue box.

There are a uses cases for this, albeit it rare.

1. It's useful for permanently moving the database from a standard to a portable installation of CodeSnip, or vice versa. The process is:
   1. Backup database from CodeSnip A
   2. Restore CodeSnip B database using backup from CodeSnip A
   3. Delete database A. At present the only way to do this is to either manually delete all snippets and categories (which takes forever) or to directly delete the database files (which is dangerous, to say the least).
2. When uninstalling CodeSnip it leaves behind the user database. This could be deleted before uninstalling the program.
