Initial public release of the InspIRCd4 native CLIENTINFO module.

Highlights

Adds /CLIENTINFO for IRC operators.
Returns client details using raw numeric 999 by default.
Does not hook, extend, or change normal /WHOIS output.
Keeps IRCop SNOTICE alerts for client metadata, bot/headless/high-risk/malicious detections, and oversized metadata.
Supports browser, OS, device, bot, headless, proxy/datacenter hints, IP CIDR lists, risk scoring, statistics, connection logging, metadata fields, and configurable detection toggles.

Load the module as clientinfo and configure the response numeric with:

<clientinfo clientinfonumeric="999" operonly="yes">

Then use:

/CLIENTINFO <nick>

The response lines include the target nick in every raw 999 line so mIRC scripts can parse and sanction the nick if needed.
