Initial release of steampipe-plugin-yandexcloud

This is the first release of the Steampipe plugin for Yandex Cloud.
It enables querying Yandex Cloud resources using SQL via Steampipe.
Key features include:
Support for core Yandex Cloud services (e.g., Compute, VPC, Storage)
Simple configuration using Yandex Cloud credentials
Read-only access to cloud resources for reporting and analysis
Integration with Steampipe dashboards and mods
