• rails runner, rails console and other one-off commands no longer fork a swarm under puma >= 6. puma's lib/puma.rb registers autoload :Launcher, and defined?(::Puma::Launcher) reports an unloaded autoload as defined, so every process with puma in its Gemfile counted as a running server. The server check now requires the launcher to actually be loaded.
