Create ToolCommandlet for Visual Studio Code
Old commandlet:
https://github.com/devonfw/ide/blob/master/scripts/src/main/resources/scripts/command/vscode

ATTENTION: Blocked by issue #10 that needs to be implemented first.

Commandlet has already been added with PR #84 but is incomplete. This story may only be closed if also adding/removing plugings, configuring workspace, etc. is all implemented.

Indeed this is still missing and needs to be implemented to complete this story.
