CLI Lazy Docker integration

As a devon IDE user, I want to have Lazy Docker available in the devon IDE for my docker installation.

Acceptance criteria:

• Mirror is added.
• There is a new commandlet that allows to install and launch Lazydocker from the CLI
• Installation of the binary releases
• During the installation process I get information about the current status of the installation
• Lazydocker can be installed and used together with any of the devon IDE standard tools without negative interference
• Check Docker requirements (Docker >= 1.13 (API >= 1.25); Docker-Compose >= 1.23.2 (optional))
• The new commandlet is documented on the website
• Add licence documentation

should docker commandlet automatically install lazy-docker alongside or should we create a separate commandlet lazydocker that installs this and has a dependency to docker commandlet?

I think the latter is better to create a new commandlet.
