v0.3.58

Release server 0.3.58 and JetBrains plugin 0.8.0

Synchronize desktop and npm lockfile versions. Repair the viewer-height and ruler-race test geometry exposed by GitHub CI while preserving their behavioral assertions. All 2348 server tests, both TypeScript projects and 15 desktop tests pass. Track publishing confirmation in publish-current-server-and-plugin.
