Release v1.3.2 - Fix false conflict in zero-plaintext mode

Fix: startup_pull() was incorrectly triggering the conflict dialog
on every subsequent startup in zero-plaintext mode (after plaintext
file deletion). Restore _config_data from local .enc backup before
the conflict check so the hash comparison is correct.
