Define "defining declaration"

The article says "No defining declaration found..." The fix offered is "Provide a defining declaration..." It essentially says this widget/gizmo is missing so provide the widget/gizmo. This begs to ask what is a widget/gizmo?

I would suggest that you define "defining declaration" / provide links that defines that term, explain why "partial void Part() // CS0759" is this type of error, and/or provide working code examples on how to fix it. I am certain that the people experiencing this error already know the syntax of the error. :)
