There is an issue here, but it's somewhat different than @JustinGrote points out.

The text in this article explains the restrictions for the single file containing top-level statements in a console project. That clarification should be emphasized better. (@JustinGrote is correct that in all other files, using directives can be scoped inside a namespace.) It might be better to start with the fact that top-level statements must be in the global namespace, and clarify that restriction implies that any namespace declarations must follow all top level statements in the file.

I've added this to our backlog, and added the "help wanted" label.
