Metadata chores: Freshness tiers and invalid ms.author

• Remove deprecated UpdateFrequency ms.custom metadata
• Update ms.update-cycle values to reflect new allowable values (default value is 365 days)
• Set freshness tier for /iot/ folder to 5 years
• Remove invalid ms.author values (andrewau)
