Added

• skills/oura-cli/SKILL.md, an Agent Skills file for OpenClaw, Hermes Agent and any harness that reads SKILL.md: which command answers which question, the JSON shapes, exit codes, and the rules an agent should keep. It ships in the npm package; the README says where to link it. A test resolves every oura-cli … line in it against describe, so it cannot drift from the CLI, and CI runs the reference skills-ref validator on the frontmatter.

• No build step. The package ships src/ and bin runs src/index.ts on Bun directly; bun run build, prepublishOnly and the dist/ directory are gone, and so is the "~110 kB binary" README claim (part of #152). Nothing changes for users: bun add -g @drakulavich/oura-cli installs the same command.
• The cache remembers the checksum of every schema migration it ran, and refuses to open when a migration in the code no longer matches what was applied: Schema migration N was changed after it was applied to this cache, with the append-only rule in the hint. Caches from earlier versions gain the column on first open and are stamped with the SQL the binary carries. Nothing changes for a cache whose code is intact.
