NTP: Add permanent “Ask Duck.ai” suggestion to end of suggestions list

Description

Adds a permanent “Ask Duck.ai” suggestion to the bottom of the suggestions list. Clicking it fires off the submitChat notification. This was removed from the v1 scope due to timeline pressure. Since we’ve got a bit of extra time and it’s come up a few times, let’s add it.
