• feat(rules): add includeRoot option to skip CLAUDE.md for claudecode by @dyoshikawa in #3145

  • Setting "includeRoot": false on the claudecode target's rules options skips the project-root CLAUDE.md and CLAUDE.local.md while still generating .claude/rules/*.md, so Claude Code falls back to the AGENTS.md written by another target (e.g. agentsmd, codexcli). Stale root files are swept when delete is enabled; a hand-authored .claude/CLAUDE.md is left in place with a warning.
