    • Merged getSettablePathsGlobal() into getSettablePaths() with optional global parameter
    • Improved code consistency and reduced duplication across all tool rule classes
    • Maintained backward compatibility through optional parameter approach
    • Updated all callers and tests to reflect the unified API
    • Net reduction of 48 lines of code
