REST endpoints do not gracefully handle request timeout configured by bootstrap

If a new HTTP request runs for longer than its time limit, the handler responds the error:
curl: (52) Empty reply from server

This does not produce any useful error message and does not provide any meaningful logging in any service.

This issue can refer to edgexfoundry/edgex-go#2462
