Fully static musl Linux builds, plus install and CI coverage for them.

• New release assets: x86_64-unknown-linux-musl and
  aarch64-unknown-linux-musl. These are fully static (no dynamic NEEDED
  entries), so they run on Alpine and any other musl distribution.
• The npm wrapper detects musl at install time and picks the matching
  static asset; cargo-binstall resolves the musl target triples from the
  same raw-binary naming.
• CI builds and smoke-tests the x86_64 musl target on every push and
  asserts the binary is not dynamically linked.
• README install docs list the new musl binaries; the generated npm
  package description follows whichever target set the release contains.
• This release keeps the v0.1.34 quality-first baseline: javac parse gate,
  full-classpath semantic battery, cure's exact simplification, and the
  dependency-closure getclass path.
