Motivation

The follow-up to (0) Δ Refactor docs.ex

Another visible benefit of the previous PR is it makes much clearer what is being passed to ExDoc.generate_docs/3

Description

Non-code-style changes are

Move build_config/3 logic up 1 level
Chapterize normalize_options/1
Move conditionals into their ExDoc.Markdown functions
