:rounding_priority:more_precisionand:less_precisioncompare both digit bounds even when only one is given, a missing bound taking its ECMA-402 default, and break ties as ECMA-402 does; compact formats follow it too. Checked against 11,392Intl.NumberFormatresults; thanks to @etareduction for the report, closes #66. -
A defaulted fraction bound follows ECMA-402: a currency's
max_fractional_digits: 0writes "$1,235", not "$1,235.00", and a percent keeps amin_fractional_digitsit was given. A percent with significant digits writes "50%" for 0.5, not "50.0%". -
Localize.Number.to_string/2keeps a caller's:maximum_significant_digitsand:minimum_significant_digitsin a compact format, where 1.4.0 replaced them with the two-significant-digit compact default. A rounding carry to the next magnitude is checked at that precision; thanks to @etareduction for the report, closes #64.
