• Localize.Number.to_string/2 resolves a locale's number system, symbols, standard patterns and minimum grouping digits once per locale and number system and keeps them in the format cache, so a default format costs about half the reductions and time it did (786 to 363 reductions); Localize.Locale.get/3 reads with no options go straight to the provider and Localize.Number.Format.formats_for/2 reads the number systems once, which the compact and currency formats and dates share. Thanks to @etareduction for the report, closes #67.

• A compact format (:short, :long and :currency_short) costs about 40 percent of what it did (1,908 to 721 reductions for 1234): a Decimal's plural operands are integer arithmetic on its coefficient and exponent in Localize.Number.PluralRule.Cardinal and Ordinal, which every plural selection on a Decimal shares, the plural form is chosen once after the rounding carry, and the formats are read once.
