v1.23.0 — Migration to TypeScript 7

getbased's authored application and tooling sources have moved to strict TypeScript 7, providing stronger checks and a more maintainable foundation.

• Preserve existing profiles, health data, preferences and familiar workflows.
• Improve Routstr wallet handling across mints, node selection and refund recovery, with cached node information for repeated browsing.
• Strengthen profile switching and protection for unreadable encrypted data.
• Improve application startup and offline-update reliability.
• Align build, test and developer documentation with canonical TypeScript sources and generated runtime output.

This backfills the shipped 1.23.0 release at f0d4eb8fec54748d978ed8dc0cc09c6ef377f280, the final main revision before 1.24.0. Its recorded test, CodeQL and sync compatibility checks passed. GitHub publication is being caught up with the existing in-app release history.
