BlueJoule Specification v1.2 (#1)

Sections 1 through 10 of the specification, the record of decisions as
CHANGELOG.md, a README, and the license.

Everything outside section 7 and section 10.1 is the text reviewed on
2026-08-20 and presented on the 2026-08-28 call. Section 7 carries the v1.2
change: the 7.3 heading names what the test checks, 7.3 states the identity the
residual reduces to, and 7.2 gains one informative field, floor_residual. No
formula, tolerance, field-name or conformance changes.

Section 11 of the working draft became CHANGELOG.md, as that section's own
heading instructed.

LICENSE.md is carried over from bluejoule-adv with the corpus-specific clauses
removed, since this repository prescribes no advertising payload and holds no
capture data.
