This fixes an issue where we over-encoded the file names. This sort of thing usually happens on the web server, but because we were relying on s3 the file name was the only way to influence encoding 👍
I've also added the scripts that I used to rewrite all the files, so when we do a sync from s3 we can run them again 👍
