emconfigure does not work properly under cygwin or normal windows python

python emconfigure ./configure

gives this result:

%1 is not a valid windows executable

and cygwin:

emconfigure ./configure

%1 is not a valid windows executable

but if you do it this way in cygwin:

emconfigure C:\cygwin\bin\mintty.exe -h always ./configure

it pops up a new cygwin window that launches ./configure and works correctly

Pull request #1583 adds support for 'emconfigure cmake' on non-Cygwin Windows, assuming you have mingw32-make or nmake in PATH. 'emconfigure ./configure' will naturally not work in native non-Cygwin windows, but adding support for that if running Cygwin might be possible.

Let me close this issue now. emconfigure can be invoked on Windows with 'emconfigure.bat' in the repository, and it's routinely invoked in other.test_cmake using 'emconfigure cmake', and in the pull request #1610.
