• Admin/Users/Index accepts an optional notice string prop. When a backend
  sends it (escalated-nestjs does when the host has not configured a user-list
  hook), the page shows it as an informational message above the table, in
  place of "No users found.". The text is server-provided and shown as given
  (escaped, not translated). Pages rendered without notice are unchanged.
