* chore: prepare community Codex listing checks

* ci: run the Cisco skill scan and gate on the marketplace profile

install_cisco was unset, so the deep skill scan reported UNAVAILABLE and
the job passed regardless: the one check that reads SKILL.md for prompt
injection, exfiltration, and malicious code patterns was silently skipped
on every run. Install the dependency and set the mode explicitly so a
broken install fails loudly instead of degrading to a green check.

Switch to the public-marketplace profile, which is the policy this gate
exists to test — it was running the default profile. Add Dependabot for
github-actions, clearing the three low-severity findings and keeping the
pinned action SHAs from going stale.

cisco_skill_scan is quoted because bare `on` is a YAML boolean.

Verified locally against the versions the action pins (plugin-scanner
3.0.187, cisco-ai-skill-scanner 2.0.12): skill scan ENABLED, score 93 ->
97, low findings 3 -> 0, exit 0 on both balanced and strict policy.
