Do not allow server tests to change logging until the last moment. fixes #147

This solves the bug I created 😉 as per #147, which caused be server testcases to modify the fail2ban logging which is used as part of fail2ban-testcases to aid analysis of tests.
Tests which require to modify logging settings are run last, therefore not effecting the other tests 😄
