1.49.0 — 2026-09-24

Added

  • parley wait blocks until the deck's review/implementation state changes, with a
stable exit map (0 boundary reached, 1 usage error, 3 timeout with partial digest,
4 invalid review artifact with the validator error). --json writes a stdout
envelope holding the phase digest only; terminal status goes to stderr. The digest
lists every round artifact per agent (path, bytes, owner, validity with failing
check, stance, parser fallback) and never rewrites or replaces a round file.
  • Audience-targeted protocol packets: parley protocol packet --audience facilitator
renders the live authority with a per-audience named omission set, a retained-block
floor and an upper guardrail, and an additive audience attestation. Unknown audiences
fall back to full context with a disclosed reason instead of guessing.
  • A generated organizer brief (byte-capped, deterministic, no model-written fields)
derived from the packet, replacing free-form organizer context assembly.
  • Fresh session per phase: phase handoff records carry the run directory, cursor and
context pointer across sessions; parley usage ingest populates the client-accounting
ledger from agent rollouts (streaming with bounded memory, idempotent re-ingest, six
token-usage fields verbatim, honest attribution: ambiguous when the rollout cannot
    be attributed to one agent).
  • Structured Kimi usage telemetry, with an honest coverage: none path when the CLI
emits no usage envelope — never a fabricated number.
  • Declared-facilitator runs keep the organizer pure: parley preflight gates
facilitator:/facilitator_participates: conflicts explicitly, and the driver never
selects the declared facilitator for implementer/reviewer roles — it escalates
    instead of falling back.

Fixed

  • parley preflight fails closed with a named read error when workspace status is
unreadable, instead of proceeding as if it had been verified.
  • Phase next-action reading no longer trusts file mtimes alone: the fix-up-published
state is keyed on implementation-record content (fix-up cycle vs latest complete
review round), so fresh clones and equal-mtime checkouts read await review
instead of silently regressing to await implementation.

Release scope and limitations

This release ships the lean-organizer protocol change end to end (wait/digest, audience
packets and brief, pure-organizer defaults, handoff and usage accounting). It claims no
measured organizer token reduction: the usage ledger is the measurement instrument and
post-release runs will be ingested and reported. Attribution windows are unit- and
driver-tested but no live driver transition has yet produced a non-zero window, so live
attribution is recorded as ambiguous. Windows runtime validation of wait/usage has
NOT completed: the hosted application test package aborts before those tests run. Local
verification was macOS-only. The full Go suite runs with an explicit
45-minute timeout (the slowest package exceeds Go's 10-minute default locally).

Validation update (2026-09-24): hosted run 35987916696 passed macOS but failed Linux and Windows. A workflow-only correction resolved the initial missing Git identity and Windows checkout path limit without changing the released product source or tag. The rerun exposed further product/test portability failures, including Windows trajectory-snapshot permission handling, and unresolved Linux child-execution failures. Linux repairs have since passed independent review and hosted Linux/macOS validation in an UNRELEASED 1.49.1 candidate (run 36009912946). Windows validation remains failed and its scope decision is pending; v1.49.0 is not claimed validated across all platforms. The Windows coverage sentence copied from CHANGELOG has been corrected above. Published v1.49.0 artifacts and tag remain unchanged.
