2.13.0 — 2026-09-24

Ships alongside parley-deck-cli 1.49.0.

  • Slim the installable SKILL.md core to a byte-capped quickstart (17.8 KB, under the
    20 KB cap) and relocate the detailed material into reference files the core points
    at (artifact templates, headless launch, roster and protocol), reducing organizer
    read-in cost while the ratified protocol hunks stay byte-identical across all three
    COOPERATION.md copies.
  • Document parley wait in the core, including the --json stream contract: stdout
    carries the {notes?, digest} envelope on exits 0/3/4, terminal status goes to
    stderr, and exit 1 emits no envelope; notes addressed to the user but not yet
    evaluated are listed and flagged in the digest.
  • Carry the permissive §9.0 audience/brief sentence in the portable protocol snapshot
    so manual facilitators see the same rule the CLI renders.
  • Recommend CLI >= 1.49.0 in references/compatibility.json (the core now documents
    parley wait, which ships in that release); installer behavior is unchanged.
  • Add-on payload manifests regenerated; npm test and prepack gate them as before.
