Package the reviewed core 2.20.0 changes for native exhaustion and role succession with CLI 1.56.0.

The skill explains immediate suppression, saved-policy compatibility, owner-order succession, active execution records, retained findings, exact adapter limits, and private Zcode capture.

The three protocol copies receive the exact signed hunks. SKILL.md remains within 20,000 bytes. Both phase-1 facilitator packets remain within 70,000 bytes.

Install with parley-deck-skill install --target all --force. Use --target generic --dest <directory> --force for custom runtimes.

npm and global core publication remain owner-only. This GitHub release does not publish either channel.
